A number of conditions are set in the procedure for maximum protection of the Bulgarian interest. It is envisaged that Bulgaria will participate in the project company operating Belene NPP with in-kind contribution of assets, including the licensed site, the available equipment, the issued decisions, permits, licenses and other documents related to the project.

It is also envisaged that the project structuring will be carried on a market basis, without concluding long-term contracts for the purchase of electricity from the state and the provision of state guarantees.
