Act on the Safe Use of Nuclear Energy

According to the Act on the Safe Use of Nuclear Energy, the licensing procedure for a new nuclear facility includes issuing by the Chairman of the Nuclear Regulatory Agency (NRA) of the following individual administrative acts:

  • a permit for site selection;

  • an order for approval of the selected site;

  • a permit for design;

  • an order for approval of the technical design;

  • a permit for construction;

  • a permit for commissioning;

  • a license for operation.

Separate permits for design, construction, and commissioning, orders for approval of the technical design and operating license shall be issued for any power unit located on the site of the nuclear power plant.


Until the suspension of the Belene NPP project in 2012, the NRA issued a site selection permit, an order for approval of the Belene site and design permits.
