Regarding the procedures under the Spatial Planning Act (SPA), the report of the Bulgarian Academy of Sciences notes that permits have been issued for the site and construction works have been started (site preparation) based on a preliminary design.
After approval of the project and issuance of a construction permit by the Nuclear Regulatory Agency, the procedures for obtaining of a construction permit as per the SPA should continue based on a future separate request to the Ministry of Regional Development and Public Works.
